AbonoPaTi: $3,000 toward a new home ≤$80k—not open to claim yet

Panama created AbonoPaTi under Executive Decree 35 (17 September 2026): a US$3,000 non-refundable subsidy toward a new primary home priced at or below US$80,000. The program still needs implementing rules and budget before buyers can claim it.

Buyers must put in at least 1% from their own funds; MEF pays the mortgage creditor after Registro Público registration. It can combine with preferential-interest frameworks (Ley 468/481); applications are envisioned via Panamá Conecta. Available until 31 December 2030 or until the housing deficit falls to ≤5%.

This is a first-home affordability tool—not the Qualified Investor residency path (Decree 17). Most foreign buyers looking at higher-priced or resale stock will not qualify. The subsidy is not live for applications today.
