New CSS board leaders put pensions and clinic funding first

If your household uses the Caja de Seguro Social (CSS) for clinic visits, medicines, or a future pension, the people who chair the board matter. On 1 October 2026, the CSS Junta Directiva elected Amílcar Córdoba, the employer-sector representative, as president (six votes) and Eusebia Calderón de Copete, representing health professionals and technicians, as vice president (eight votes), according to TVN, Infobae, Crítica, Eco, and Panamá América.

Córdoba’s first public framing is blunt: the board must make sure the CSS has the money to pay old-age, illness, and accident pensions, and to cover health needs for insured people and their dependents. Infobae notes the timing: the CSS is still implementing the 2025 social-security changes while an older group of affiliates who moved from Defined Benefit to the Mixed Subsystem in 2005 presses for a way back.

Eusebia Calderón de Copete: pediatric nurse with postgraduate work in health economics, public health, epidemiology, and health-services administration (Crítica). She stayed on as board president in the prior period and called the 1 Oct election (La Verdad).

Calderón says the Junta and the administration already mapped the institution’s biggest problems and set an improvement plan that the new presidency should continue. Córdoba also flagged deeper technological modernization so affiliates feel the reforms in everyday service, not only in board minutes.

This is not a new visa rule and not a rate table. It is a governance story with a direct pocketbook and waiting-room stake for anyone on CSS (and for employers who must remit). Watch whether the new chair’s focus on cotizantes, pension solvency, and clinic funding turns into concrete budget and service decisions in the next months. Foreign residents without CSS coverage should still track it: private premiums and public-system pressure move together when formal employment and contribution bases shift.
