Six-plus years of study in Panama can now open a permanent residency track
Executive Decree No. 3, published on 6 February 2026, creates a Permanent Resident subcategory for foreigners who have completed or are pursuing more than six consecutive years of study in Panama at recognized institutions.
The route begins with a provisional residence permit for two years, after which an eligible applicant may seek permanent residence. It requires study history and documentation from recognized institutions, and it is distinct from the Qualified Investor route under Decree 17.
What it means for daily life: Long-term foreign students gain a dedicated residency pathway tied to sustained academic residence. The decree creates a category, not an automatic approval — Migración requirements and documentary review still apply.
