Assembly Pleno moves to Parlatino for now

Panama's National Assembly suspended all activity on Monday 12 October after Bomberos recommended a deeper look at quake damage in the legislative buildings (La Prensa). By Monday afternoon an Assembly notice said ordinary Pleno sessions resume on Tuesday 13 October, temporarily at the Latin American and Caribbean Parliament (Parlatino) complex, until its own seat is cleared for normal use (Telemetro). The move keeps the legislative clock alive with the 2027 budget and electoral reform Bill 699 still unfinished before the period ends on 31 October.

Monday pause, Tuesday restart elsewhere

  • A note signed by Assembly president Shirley Castañedas and secretary general Carlos Alvarado suspended parliamentary work on Monday, allowed telework for part of the staff from 12 to 15 October, and limited who must show up on site (La Prensa).
  • After a first pass, Bomberos recommended a deeper structural study of the main seat and Building 356. Building 356 itself was cleared for normal work on the primary check (La Prensa).
  • A later Assembly notice said ordinary Pleno sessions restart Tuesday 13 October at Parlatino because the legislative buildings "need attention and follow-up." No end date for the temporary venue was given (Telemetro).
  • La Prensa counted about 14 working days left in the period after Monday for the 2027 budget and Bill 699's second debate.

What it means for expats

  • Plenary work is relocating, not cancelled. Budget 2027 and Bill 699 can move again from Tuesday if the Board keeps the calendar.
  • Combined with MEF's no-waiver stance (P1), the near-term Assembly story is less about suspending the deficit rule and more about finishing the budget on time from a temporary chamber.
  • Bill 699 is electoral machinery, not immigration law. Treat it as process risk for late October, not a visa change.
  • Tourists and residents near the Amador / Parlatino area may see heavier security on sitting days. That is logistics, not a travel ban.
