Cabinet backs bill to keep City of Knowledge tax rules until February 2048
On 21 September 2026, Presidency Minister Juan Carlos Orillac presented a Cabinet-backed bill to extend City of Knowledge’s special regime — Addendum No. 1 to the State–Foundation contract — through February 2048, about 25 more years.
Orillac said the goal is legal stability for the 1998 fiscal framework: the bill does not create new tax incentives; it extends the existing ones. City of Knowledge hosts 260+ organizations and 11,000+ jobs, according to Executive figures cited by Crítica. The same package also covers a “Laboratorio de Interés Nacional” qualification and reform of the National Research System (SNI) / SENACYT structure.
What it means for daily life: If you work, rent, or run a startup at Clayton’s knowledge hub, this is a continuity signal for tenants, employers, and expat professionals. It is still a bill before the Assembly, not final law.
