Researchers and exceptional talent get a new path to permanent residency
Executive Decree No. 6 creates a Permanent Resident subcategory for foreign researchers, scientists, and professionals of exceptional scientific or technological talent who will teach, research, or transfer knowledge in Panama.
The route uses SENACYT’s Ventanilla Única for orientation and documentation. It begins with a provisional residence of two years, followed by a permanent-residence application stage. Evidence and institutional ties remain subject to Migración review — there is no automatic or easy approval.
What it means for daily life: Panama-based research institutions and specialized foreign professionals gain another formal residency route beyond general employment and investment options. You still need to meet the decree’s documentary and eligibility requirements.
