New commission will coordinate Minsa and CSS public health services under Law 462

Executive Decree No. 26 of 26 November 2025 creates the Commission for Integration of Public Health Services to coordinate and follow Minsa–CSS functional integration under Law 462, without eliminating CSS autonomy.

The commission is attached to Minsa. Later installation and pilot reporting focused first on the Herrera and Los Santos regions, according to early 2026 press. Creating the commission does not by itself merge the institutions into a single legal entity.

What it means for daily life: Over time this may change how CSS-affiliated expats and dependents navigate public clinics and hospitals — but nationwide integration is not complete just because the commission exists.
