CSS launches a 90-day quake relief plan

Panama's Social Security Fund (CSS) joined the national «Panamá se levanta» effort with an extraordinary 90-day plan aimed at pensions, ongoing treatment and jobs after the 9 October earthquake. The package was laid out on Sunday 12 October by director general Dino Mon Vásquez and in a CSS patient notice the same day. Several steps still need legal approval. It is a continuity and access plan, not a new residency or immigration rule.

Seven CSS actions

  • Pensions: use censuses and CSS records to find pensioners who cannot reach their money because of damaged roads, then work with banks on safe alternatives, with priority for dependent older adults and people who live alone (CSS comunicado; director message).
  • Economic benefits: prioritise disability, sick leave, maternity and occupational-risk claims for people hit by the quake. CSS will propose suspending the fe de vida (proof-of-life) requirement for 90 days, subject to approval, while keeping controls (CSS).
  • Vulnerable patients: tighter follow-up for dialysis, oncology, chronic disease and high-risk pregnancy; reschedule appointments; longer prescriptions when medically safe (CSS).
  • Emergencies and community brigades: prioritise urgent care, simplify paperwork that can wait, and send brigades where conditions are safe (CSS).
  • Mental health support for fear and distress after the quake (CSS). Separately, Telemetro's Monday 12 October government briefing reported that MINSA would open phone line 800-6467 from Tuesday 13 October for people feeling nervousness, fear or depression. MINSA's own Comunicado 4 (11 Oct) points people needing emotional orientation to MIDES line 147, and to in-person mental-health teams in Herrera, Coclé, Veraguas and Los Santos.
  • Employers: seek up to three months for directly affected firms to catch up on obrero-patronal contributions without extra surcharges in that window, subject to legal approval, and work with MITRADEL to protect jobs and health coverage (CSS).
  • Reconstruction safety: strengthen workplace-risk prevention and aim for tetanus vaccines where health rules call for them (CSS).
  • Funding side: CSS opened claims with ASSA, the state's co-insurance administrator, so insurance recoveries can spare emergency budget (CSS).
  • Dialysis operations (12 Oct close): Soná unit repaired after Mon transfers to Chitré, special hours from Tue 13; Metro 3 patients redistributed to Metro 1, 2 and Instituto de los Trabajadores with transport and meals; Santiago (Horacio Díaz Gómez) on special hours this week (CSS dialysis notice).

What it means for expats

  • Pensionados and asegurados who cannot reach a bank branch because of road damage should watch CSS and bank channels for the outreach CSS says it will start from its own records.
  • Fe de vida relief is proposed, not yet confirmed. Do not skip a required proof-of-life step until CSS or the bank says the suspension is in force.
  • Dialysis, oncology and chronic-care patients should confirm their next slot and site. City Metro 3 patients were already reassigned; interior patients may still be on special hours.
  • Small employers in damaged zones: the three-month cuota window is a proposal pending legal approval. Keep paying if you can; ask CSS/MITRADEL before assuming a freeze.
  • This does not change visa or residency rules. It is about CSS benefits and care continuity after the emergency.
