CSS reform is law: what Law 462 means for your paycheck and pension
On 18 March 2025, President Mulino signed Law 462, a major overhaul of Panama’s social-security system (organic Law 51). For anyone on a local payroll—or hiring staff here—this is the rulebook that shapes CSS contributions, affiliation, and long-term pension funding.
Retirement ages stay 57 for women and 62 for men for now. The law creates a new solidary capitalization system (Sistema Único de Capitalización Solidaria / Fondo Único Solidario) and phases higher employer contributions, toward about 15.25% by 2029 according to analyst summaries of the reform.
Self-employed workers and formal foreign employees face clearer contribution duties under the new framework. The reform also triggered the large April–May 2025 protest wave.
If you employ people in Panama, or you are yourself CSS-affiliated, budget for higher payroll costs over the next few years and get updated affiliation advice from CSS or a labor counsel—rates and rules can be technical.
