Former CSS director arrested in enrichment probe

The man who ran Panama's Social Security Fund (CSS) under the previous government is in custody. Anti-corruption prosecutors and the National Police arrested former CSS director general Enrique Lau Cortés early on Tuesday 6 October 2026 at his apartment in Santa María, Panama City, in an operation called Operación Muralla. He is being investigated for alleged unjustified enrichment and money laundering (TVN, La Prensa, La Estrella). An arrest is not a conviction.

Lau led the CSS from September 2019 to September 2024 (La Prensa; some outlets say into 2025) under former president Laurentino Cortizo. According to the Procuraduría General de la Nación, the investigation points to a possible loss to the State of about B/.500,000. His lawyer, Katia Quiel Carreira, told reporters that the amount she was given is US$122,253, not half a million, and that the investigation dates from August (TVN).

What investigators did

Officers found documents and goods considered evidence at his home, and searched properties in Paitilla, Dos Mares, Chanis and Playa Blanca at the same time (TVN, La Prensa). TVN reports that prosecutors also ordered the seizure of an apartment, a beach house and two cars. After a medical check at the El Chorrillo health center, Lau was taken to the DIJ (judicial investigation directorate) in Ancón to wait for his hearing before a guarantees judge, who will rule on the arrest, the charges and any precautionary measures (Telemetro, TVN). His legal team said it is worried about his health (Telemetro). Update, 7 October: At a hearing on Wednesday that was closed to the press at the defence's request, Judge Xenia Pérez ruled that Lau's arrest was lawful. That ruling is not a finding of guilt. Later on Wednesday, prosecutors formally charged Lau with alleged aggravated unjustified enrichment and money laundering, and Judge Pérez ordered house arrest and barred him from leaving the country, while allowing him to attend medical appointments (Crítica, Metro Libre, La Prensa). The prosecutor had asked for provisional detention; according to the judiciary, the judge took into account Lau's age, 75, and his health (Metro Libre, La Prensa). Prosecutors had two days to decide whether to appeal the measure (TVN, La Prensa). Formal charges are not a conviction, and the investigation continues.

The background

The arrest follows an earlier order by the Comptroller General's Office to seize Lau's assets up to US$2.9 million, after an audit that found alleged irregularities in the handling of medicines, medical supplies and CSS funds (La Prensa, Telemetro, La Estrella). La Prensa also recalls a separate complaint filed by the CSS in May 2025 over US$400 million moved from the CSS to the central government in 2023 and 2024 as advances that were never repaid. It is not clear whether that complaint is part of this case.

What it means for expats

No change to CSS services has been announced: clinics, pharmacies, pensions and payments run as normal under the current administration.
