Cabinet backs fee waivers on quake repair permits
Panama's Cabinet has instructed key regulators to back fee exemptions on works that repair, rebuild, reinforce or restore buildings and infrastructure damaged by the 9 October earthquake. The instruction sits in draft Resolución de Gabinete No. 132-26 and is framed as a complement to the national emergency, according to the Foreign Ministry's Wednesday notice. It covers public and private buildings, roads and related works, and names the Fire Department (Bomberos), IDAAN, the Environment and Health ministries, and other competent public bodies as the agencies that must process the exemptions.
What Resolución 132-26 does
- Scope: repair, reconstruction, rehabilitation, reinforcement and restoration of edificaciones and public or private infrastructure, communication routes and other works directly affected by the quake (MIRE).
- Agencies named: Benemérito Cuerpo de Bomberos, IDAAN, Ministerio de Ambiente, Ministerio de Salud, and other competent public institutions that collect tasas or contributions for those procedures (MIRE).
- Legal frame: complementary measure to the national emergency declaration, not a stand-alone rebuild subsidy (MIRE; Infobae).
- Limits flagged by coverage: the waiver targets administrative tasas and contributions tied to those works. It does not mean the state will automatically pay private reconstruction costs, and it does not erase every tax on building materials (Infobae; Nexo).
- Practical context: owners and contractors still need the usual safety clearances. The change is meant to cut cash and paperwork friction while inspections and rebuilds run under emergency rules, including the Gabinete's separate authorisation of up to $100 million in special contracting through year-end (context from emergency coverage).
- Exact tasa schedules: still with each named agency until their manuals catch up. Ask Bomberos, IDAAN, MiAmbiente, MINSA and your municipality which fees are covered before you pay.
What it means for expats
- If you are repairing a house, apartment common area or small business premises damaged by the quake, ask Bomberos, IDAAN and your municipality which tasas are covered under 132-26 before you pay. Bring proof the damage is quake-related.
- Condo boards in affected buildings should check whether structural-repair permit fees and water-connection charges fall under the named agencies' exemptions.
- This is a fee waiver on procedures, not a voucher for cement or labour. Materials and contractor costs remain yours or your insurer's unless you qualify for MIVIOT / trust-funded help.
- Keep receipts and written confirmations. Emergency measures can be interpreted unevenly across agencies until manuals catch up.
