Bocas seafront fill halted again
Panama's Ministry of Environment (MiAMBIENTE) ordered a total stop to construction at the Naturabocas project on Isla Colón, Bocas del Toro, on Saturday 31 October 2026, after finding that the developer kept filling the seafront despite an earlier suspension order, the ministry said. La Prensa and RPC Radio also reported the action.
National Police supported the inspection. Machinery was switched off, workers were told to leave, and MiAMBIENTE placed restriction tape and an official halt notice on the site (MiAMBIENTE).
What MiAMBIENTE says happened
- The company behind the project, Inversiones Brisas de Bocas del Toro, S.A., was declared in contempt for not complying with an order to stop the fill, after technical reports found the work continued (MiAMBIENTE; La Prensa).
- The case goes back to Resolution DRBT-012-2025 of 30 January 2025, which fined the company B/.9,999 for failing mitigation measures, repeating illegal fill work and serious environmental harm (MiAMBIENTE; La Prensa; RPC).
- That resolution also ordered restoration, mitigation, environmental compensation and removal of all fill placed on the seabed. The company's appeals for reconsideration and administrative review were rejected, and the removal order was repeated several times (MiAMBIENTE).
- The company now has 30 business days to remove the fill completely and prove compliance (MiAMBIENTE; La Prensa; RPC).
- MiAMBIENTE will send certified copies of the file to the Ministerio Público (public prosecutor) to investigate possible environmental crimes and disobedience of authority (MiAMBIENTE). No charges have been reported.
Why it matters on Isla Colón
- Bocas del Toro is one of Panama's best-known places for foreign buyers, renters and long-stay visitors, and much of the appeal is waterfront. This case shows that seafront building is checked on site, and that a halt can return even after an earlier sanction.
- The ministry framed the fill as placed "on the seabed" and gave the firm a deadline to remove it, so a project's footprint can shrink if an order is enforced.
What it means for expats
- Before buying, pre-buying or signing a long lease in any waterfront project, ask the seller or developer for the MiAMBIENTE environmental approval and any open MiAMBIENTE proceedings, and have your own lawyer check them.
- Ask specifically whether any part of the building, deck or access sits on filled land at the shoreline, and how that fill was authorised.
- If a unit is marketed with sea access or over-water features, get written confirmation of the permits behind those features, not only the sales brochure.
- Watch for the 30-business-day deadline and any Ministerio Público step before treating this project as settled either way.
