Assembly clears the Canal's B/.5.55B budget for fiscal 2027
If you watch how Canal transfers fund Panama's budget, or how drought planning hits shipping and import timing, the Assembly just finished the last parliamentary step before the bill goes to the Executive: third debate.
On 28 September 2026, the National Assembly approved in third debate Proyecto de Ley 701, the Panama Canal Authority budget for fiscal year 2027 (1 Oct 2026 to 30 Sep 2027). ACP's own release and Telemetro/Infobae/TVN match the core numbers. Infobae reports 58 votes in favor and none against in the framing used for the clearance story.
The money
- Total budget envelope: B/.5,555 million
- Direct contributions to the National Treasury: about B/.3,608 million
- That is B/.414 million (12.9%) above the B/.3,194 million planned for AF 2026
ACP says priorities are protecting the business, keeping operations sustainable, and preparing the waterway for the future under challenging hydrology. Infobae adds that the peaje structure is not scheduled to change during AF 2027.
What third debate means
Third debate is the final Assembly step before the bill goes to the Executive for sanction or veto. Until the President sanctions or vetoes the bill, treat it as passed by the Assembly but not yet law. ACP administrator Ilya Espino de Marotta and Canal Affairs minister José Ramón Icaza (board chair) were part of the debate coverage. Local press frames it as the first full AF budget cycle under Espino de Marotta's administration narrative.
What else rode along in debate
Infobae notes deputies pressed for continued dialogue with Río Indio basin residents on future resettlement and real compensation if reservoir plans advance. The budget text also supports longer-horizon planning language (strategic plan 2025-2035), including early workstreams such as Corozal and Isla Telfers terminal concessions and an interoceanic gas pipeline concept. Those are planning lines, not "built tomorrow" claims.
Bottom line for expats
Higher Canal transfers support the state's fiscal picture. Unchanged tolls for AF 2027 is the near-term shipping signal. Water risk and El Niño language remain in the budget story, so pair this with ACP's separate 49 ft draft / 33 daily slots operations update, rather than treating budget approval as a drought fix.
