Mulino will sign the retiree discount law Monday

President José Raúl Mulino said he will sanction Bill 746 on Monday 2 November 2026 after receiving the Assembly-approved text at Palacio de las Garzas on Friday, Telemetro, La Estrella, EcoTV and Destino Panamá reported. Mulino posted that he got the retiree-discount law "as agreed" with Assembly President Shirley Castañeda, commission deputies and Economy Minister Felipe Chapman, and that he would proceed with sanction on Monday.

The Asamblea had approved Bill 746 in third debate on Friday 30 October with 50 votes in favour, La Prensa reported. The bill rewrites parts of Law 6 of 1987 on benefits for retirees, pensioners and older adults. This pack is the Executive next step after that Assembly close, not a repeat of the third-debate story.

Sanction is not the start of discounts

  • Mulino's Monday plan is a presidential sanction pledge. As of Saturday 31 October wires, the law was not yet signed (Telemetro; La Estrella; EcoTV).
  • Even after sanction and official promulgation, the rules take effect six months after publication in the Gaceta Oficial (La Prensa; La Estrella; Telemetro). Pharmacy and clinic prices do not change on Monday morning.
  • The Executive otherwise has 30 business days to sanction or object (La Prensa). Mulino is choosing to move at the start of that window.
  • Mulino fully objected to earlier Bill 226 on the same Law 6 file. La Prensa says the 746 text was shaped around that objection and technical-table deals. The Monday pledge lowers, but does not erase, political risk until the signature and Gaceta land.

Who would qualify (approved text)

  • Panamanian and foreign permanent residents: women from age 55 and men from age 60 (La Prensa).
  • All retirees and pensioners, regardless of age (La Prensa).
  • Beneficiaries may prove status with cédula, retiree/pensioner card, or permanent-resident card issued via the Electoral Tribunal path described in the La Estrella rundown (La Estrella 31 Oct).

Benefit snapshot (do not treat as live prices)

  • Medicines: 20% with a medical prescription in the beneficiary's name (La Prensa; La Estrella). Prefer La Prensa's framing that over-the-counter items sit outside that path; La Estrella's 31 Oct rundown says OTC needs no prescription. Wait for the official text before counting on OTC discounts.
  • Broader health cuts in the La Prensa / La Estrella rundowns include cancer-related care at 30%, general and specialty consults 25%, labs 20%, radiology 30%, optometry/ophthalmology 15%, and assistive equipment 20%.
  • Other named pieces: adult diapers 20% plus ITBMS/import relief in the Assembly coverage; residential garbage fee (tasa de aseo) 20%; restaurants 25% but not fondas; fixed-line, mobile and internet discounts with contract caps in the La Estrella 31 Oct detail sheet.
  • Merchants must show regular and discounted prices together. Acodeco fines of $50 to $5,000, doubling on repeat, were part of the Assembly write-ups (La Prensa). Businesses may deduct granted discounts from income tax (La Prensa; EcoTV citing deputy Sucre).

What it means for expats

  • Permanent-resident retirees and older adults are explicitly in the class La Prensa describes. This remains one of the clearest COL bills for pensioner expats this season.
  • Mark Monday for the signature watch, then mark the Gaceta date plus six months for real counter changes. Do not clear pharmacy budgets on the sanction headline alone.
  • Keep proof of permanent residency or pensioner status ready for when merchants reprice. Expect uneven rollout across pharmacies, clinics and telecom contracts.
  • Watch whether Monday's act is a clean sanction or comes with reservations. Prior full objection on Bill 226 is why the delay message matters.
