Mitradel freezes about 90% of Fourth Bridge work after a Figali fall

Panama’s Fourth Bridge over the Canal just took a labor-and-safety hit that is different from the Amador–Balboa lane-closure calendar you may already have on your fridge.

On 25 September 2026, Labor Minister Jackeline Muñoz said the Ministerio de Trabajo y Desarrollo Laboral (Mitradel) ordered roughly 90% of Cuarto Puente works stopped until safety conditions the ministry calls inadequate are corrected. Telemetro and Infobae both carried the stop; Infobae adds that affected fronts include areas such as Cerro Sosa, Figali, and Veracruz, plus fronts labeled M3, M4, and M6, with inspectors deployed across sites.

What triggered the stop

The night of Thursday 24 September, in the Figali prefabrication area, a worker fell from a work platform about two meters high while wearing personal protective equipment, according to the Consorcio Panamá Cuarto Puente (CPCP). The consortium said first aid was given on site, the worker was taken to a medical center, and as of its statement he was stable, injuries under control, and not serious. CPCP said it is cooperating with authorities investigating the cause.

Muñoz framed the stop as more than one accident: she said the project already has three fatalities and repeated incidents, and that Mitradel had previously pressed for safety reviews. She said she will meet project managers, talk with workers, and review inspectors’ reports before authorizing restarts—“put things on the table or you don’t advance,” in her TV soundbites. She also stressed that no foreign worker ranks above a Panamanian worker on protection—attribute that line to the minister’s labor-politics framing, not as a technical engineering finding.

What this is not

  • Not a rehash of the 28 September–14 October Amador ↔ Balboa dovela haul / partial lane closures pack already live on PanExpats.
  • Not a new “project is ~40–41% done” progress feature—the physical-progress figure (about 41% per MOP-linked reporting in this week’s coverage) is only context for why a long stop matters. Contractual delivery remains framed as December 2028 in the same reporting.
  • Not a conviction of the consortium; investigation and corrective measures are ongoing. Presumption of careful sourcing: company says worker stable; ministry says safety must improve before reopen.

Why expats should care anyway

Even if you never set foot on a construction site, a multi-front freeze on a Canal-crossing megaproject can ripple into schedule risk for the eventual traffic relief Panama Oeste ↔ capital residents have been promised—and into short-term jobs and contractor noise. Separately, if your commute already includes Amador/Balboa haul windows from the other pack, treat this stop as a different risk lane: work may pause while those announced road moves can still proceed on MOP’s calendar unless MOP says otherwise (do not assume the haul calendar auto-cancels).

Bottom line for expats: bookmark Mitradel/MOP updates before you bet a 2027–2028 move on “the Fourth Bridge will be open on time.” Safety stoppages are now part of the live project risk, alongside the known haul-week traffic pinches.

Key points

  • Mitradel stop ~90% of Cuarto Puente fronts until safety corrections verified (25 Sep)
  • Trigger: worker fall ~2 m, Figali prefab area, night of 24 Sep; CPCP: stable / not serious
  • Muñoz: prior three fatalities + repeated incidents (minister’s claim—attribute)
  • Context only: ~41% physical progress; contractual delivery still framed Dec 2028
  • Distinct from live Amador–Balboa 28 Sep–14 Oct closures pack and from live ~40% progress pack
  • Infobae lists fronts incl. Cerro Sosa / Figali / Veracruz / M3–M4–M6
