Canal AF2027 budget clears second debate at B/.5.55 billion

You do not need a ship booking to care about the Canal budget. When the waterway plans fewer high-draft crossings but still promises a fatter check to the national Treasury, that is a story about state finances, water investment, and the logistics mood that prices eventually feel.

On 24 September 2026, the National Assembly plenary approved Proyecto de Ley 701 in second debate by 48 votes in favor, zero against, zero abstentions (TVN, La Prensa). The bill sets the Autoridad del Canal de Panamá (ACP) budget for fiscal year 2027: 1 October 2026 through 30 September 2027. ACP's own release and Destino Panamá put the figure at B/.5,555 million. TVN, quoting Canal Affairs Minister José Ramón Icaza, described about $5,555.3 million in projected income and $1,784.5 million in operating expenses.

The number residents should notice

For AF2027, ACP and Assembly coverage estimate direct contributions to the National Treasury of about B/.3,608 million, roughly B/.414 million (12.9%) above the B/.3,194 million approved for AF2026 (ACP, Destino Panamá, TVN). La Prensa rounds the State contribution line near $3,607.8 million. Additional payments to the State (income tax, social security, education insurance, employer-worker quotas) are projected around B/.329 million, for a combined State take near B/.3,937 million (ACP).

La Prensa also breaks out toll-linked income near $3,874 million as the main revenue engine, and notes the Canal still projects higher transit revenue even while planning fewer high-draft trips: about 10,750 high-draft transits versus 11,493 in the AF2026 plan (−6.5%), or about 29.5 average daily crossings in the budget math. TVN heard Icaza describe 621 fewer transits than the 2026 projection, framed around El Niño risk. Administrator Ilya Espino de Marotta said the mix of vessels (including higher-toll segments) can still lift revenue.

What the budget is meant to fund (without re-packing Río Indio)

ACP lists priorities as protecting the business, keeping operations sustainable, and preparing for the future. Coverage names advances on the Río Indio lake project, an energy corridor, port terminals, and a logistics corridor, plus maintenance, basin conservation, cybersecurity, and workforce. PanExpats already published the dedicated Río Indio ~$82 million in 2027 development pack. Keep that as the project deep-dive. This pack is the whole-year wallet and the Treasury transfer.

TVN also notes about $12.99 million budgeted for a temporary security-support agreement with the Ministry of Security (year two of a three-year arrangement) after basin expansion and land acquisition. Treat that as a disclosed line, not a crime-wave claim.

Status on Monday 28 September

Destino Panamá reported the Assembly was expected to give the Canal budget third debate on Monday 28 September, with the ordinary session opening around 3:30 p.m. Until third debate finishes and the law is sanctioned, PL 701 is not finished law. Figures can still be discussed; the practical near-term watch is whether the unanimous second-debate path holds.

Bottom line for expats: a larger Canal check to the Treasury supports the public purse that funds services you use, while a cautious transit plan is another El Niño fingerprint on logistics and import timing. Watch Monday's third debate; do not confuse this budget vote with the separate live story about holding 32 daily / 48 ft through December if rains cooperate.

Based on ACP (24 Sep), TVN (24 Sep), La Prensa (24 Sep), Telemetro, and Destino Panamá. Second debate done; third debate expected 28 Sep.
